Now in its final saga, the manga features fighters capable of destroying islands, altering their environment, or making their opponents tremble with just their Haki.

But who is truly the most powerful character in One Piece ? Has Luffy surpassed Kaido ? Is Shanks stronger than Mihawk ? Would Gol D. Roger remain at the top against Imu or Joy Boy ?

This ranking takes into account physical abilities, Haki mastery, Devil Fruit powers, experience, stamina, accomplished feats, and the narrative importance of each character. It includes both current fighters and deceased legends, comparing them at the peak of their power.

15. Kuzan

Former Marine Admiral, Kuzan remains one of the world's most dangerous fighters. His Hie Hie no Mi allows him to produce and control ice, as well as instantly freeze immense portions of the ocean. This ability is all the more impressive given that water is normally the main weakness of Devil Fruit users.

Kuzan also possesses exceptional stamina. His fight against Sakazuki on Punk Hazard reportedly lasted ten days, permanently transforming half of the island into frozen territory. Even after leaving the Marines, he maintains a level comparable to that of the greatest Admirals.

However, his clash against Garp on Hachinosu showed that a legendary fighter, even when aging, could still put him in serious difficulty. Kuzan thus closes this ranking, but he remains far superior to the majority of Emperor commanders.

14. Sengoku

Sengoku is sometimes overlooked when discussing the great legends of the Marines. Yet, the former Fleet Admiral belonged to the same generation as Roger, Whitebeard, and Garp.

Thanks to his Hito Hito no Mi, Model: Daibutsu, Sengoku can transform into a gigantic golden Buddha and produce powerful shockwaves. He also masters Conqueror's Haki, a particularly rare ability among Marine members.

Roger himself considered Sengoku one of the few Marines capable of giving him an interesting fight. At his peak, he must have possessed power similar to Garp's, even if his true abilities were shown much less.

13. Sakazuki

Sakazuki, better known as Akainu, is the current Fleet Admiral of the Marines. His Magu Magu no Mi allows him to create, manipulate, and become magma. This Devil Fruit has one of the highest offensive potentials in the One Piece universe.

At Marineford, Sakazuki managed to inflict mortal wounds on Whitebeard, although the latter was already old, sick, and weakened by numerous battles. He then defeated Kuzan after ten days of fighting, thus obtaining the position of Fleet Admiral.

His resilience is equally impressive. After taking several devastating attacks from Whitebeard, Sakazuki was still able to pursue the fleeing pirates. His role in the final saga suggests that he has not yet revealed his full power.

12. Edward Newgate

Edward Newgate, nicknamed Whitebeard, officially held the title of the strongest man in the world. At his peak, his power was comparable to Gol D. Roger's.

Whitebeard possessed the Gura Gura no Mi, considered one of the most destructive Devil Fruits. He could create earthquakes, crack the air, lift the ocean, and cause tsunamis. Sengoku even claimed he had the power to destroy the world.

His power, however, did not solely depend on his Fruit. Whitebeard mastered all three forms of Haki and could coat his weapon with advanced Conqueror's Haki. During his clash with Roger, their weapons didn't even touch, such was the intensity of their Haki.

At Marineford, he was already very weakened by illness. Despite this, he continued to fight after sustaining hundreds of injuries, cannon fire, sword slashes, and several magma attacks.

11. Kaido

Kaido was long presented as the strongest creature in the world. His physical strength, stamina, and resilience seemed almost supernatural, even by One Piece standards.

His Uo Uo no Mi, Model: Seiryu, allows him to transform into an immense eastern dragon. In this form, Kaido can fly, produce cutting gusts, launch lightning, and breathe a blast capable of leveling a mountain. He also masters all three forms of Haki and their advanced applications. Along with Luffy, he is one of the few characters who have demonstrated an advanced level in the different categories of Haki.

During the Onigashima raid, Kaido successively faced the Red Scabbards, several members of the Worst Generation, Yamato, and Luffy, all while keeping the island airborne. He was finally defeated, but only after a considerable accumulation of injuries.

In a perfectly balanced duel without external intervention, Kaido could still defeat almost any active character.

10. Dracule Mihawk

Dracule Mihawk officially holds the title of the world's greatest swordsman. This simple status is enough to place him among the most formidable fighters in One Piece. He wields Yoru, one of the Twelve Supreme Grade Blades and one of the few known black blades.

Mihawk is capable of cutting immense structures with disarming ease. During the Marineford War, a single long-range attack sliced a gigantic iceberg. He was also Shanks' great rival before the latter lost his arm.

The main difficulty is determining whether his title automatically places him above Shanks. Mihawk is probably superior in the strict realm of swordsmanship, but Shanks seems to possess a more impressive mastery of Conqueror's Haki. Monkey D. Dragon is one of the most difficult cases to rank. The leader of the Revolutionary Army has not yet delivered any true fight that would allow his level to be precisely assessed. However, everything indicates that he belongs to the world elite.

Dragon is considered by the World Government as one of its most dangerous enemies. He leads an organization capable of directly declaring war on the Celestial Dragons and causing revolutions in numerous kingdoms. He is also the son of Garp and the father of Luffy, two characters with exceptional power and potential.

Several scenes seem to associate Dragon with wind and meteorological phenomena, but the exact nature of his powers remains unknown. This lack of concrete feats prevents him from climbing higher, even if he could ultimately prove much more powerful.

8. Marshall D. Teach

Blackbeard probably represents Luffy's final pirate adversary. He is the only known character capable of simultaneously using the powers of two Devil Fruits.

The Yami Yami no Mi allows him to control darkness, attract his opponents, and most importantly, temporarily nullify the powers of other Devil Fruit users. The Gura Gura no Mi, formerly possessed by Whitebeard, gives him the ability to cause earthquakes and tidal waves.

Teach, however, has several weaknesses. He endures pain more than other Logia type users and sometimes adopts an overly reckless attitude. He also avoids certain confrontations when he deems the risk too high.

His progression remains unsettling. Blackbeard has been planning his moves for decades, continually improving his crew, and seems to be waiting for the ideal moment to seize power. When he perfectly masters his two Fruits and reveals his hidden abilities, he could reach the very top spots.

7. Monkey D. Luffy

Luffy is now one of the Four Emperors and is rapidly approaching the top of the world. His awakening revealed that his Devil Fruit was actually the Hito Hito no Mi, Model: Nika, a mythical Zoan linked to the legendary Sun God.

Gear 5 offers him almost limitless freedom of movement. Luffy can modify his body, transform his environment into rubber, grab lightning, and fight with logic close to that of a cartoon. This comedic appearance should not overshadow his destructive power.

Luffy also masters all three types of Haki. He can briefly see into the future, project his Armament Haki without direct contact, and coat his attacks with Conqueror's Haki. His Bajrang Gun was powerful enough to defeat Kaido despite the flaming form used by the Emperor.

Recent events in Elbaf further strengthen his position. After recovering his strength, Luffy resumes the fight and manages to directly strike Imu. Gol D. Roger is the only pirate known to have conquered the Grand Line, reached Laugh Tale, and earned the title of Pirate King. Unlike many other legends, he apparently possessed no Devil Fruit.

His entire power was based on his Haki, physical strength, and swordsmanship. Roger could send Kozuki Oden flying with a single attack and fight Whitebeard for several days. Their clash produced a shockwave powerful enough to shake the entire island, even though their weapons didn't directly touch.

Kaido himself explained that Devil Fruit abilities are not enough to dominate the world and used Roger as an example. The Pirate King thus demonstrated that Haki pushed to its ultimate level could surpass the most extraordinary powers.

3. Rocks D. Xebec

Rocks D. Xebec was the captain of a crew that included Whitebeard, Big Mom, Kaido, Shiki, and several other legendary pirates. Successfully commanding so many dangerous personalities already gives an idea of his power level.

Xebec wasn't just seeking to become the Pirate King: his ambition was to become the King of the World. He represented such a significant threat that Roger and Garp had to join forces during the God Valley Incident.

The revelations concerning God Valley further reinforced his status. Rocks mastered an extremely powerful Haki and could coat his blade with Armament Haki. Recent events have also shown that he was at the center of a confrontation that extended far beyond a simple battle between pirates.

It's still difficult to determine if Roger and Garp faced him in a true two-on-one battle, but Xebec was clearly one of history's most dangerous adversaries.

2. Joy Boy

Joy Boy remains mysterious, but the few clues about his power are enough to place him near the top.

He lived during the Void Century, about eight hundred years ago, and seems to have been the previous wielder of the power associated with Nika. His existence is linked to the Ancient Kingdom, the ancient weapons, the Fish-Men, and the promise inscribed on the Fish-Man Island Poneglyph.

The most impressive clue remains the Haki preserved inside the ancient robot Emet. Once released, this King's Haki was powerful enough to affect the Five Elders and be felt by Imu from Mary Geoise. Dorry and Brogy even wondered if this Haki was not superior to Shanks'.

Yet, this was only a quantity of Haki preserved for several centuries, and not Joy Boy fighting at full power. His true level must therefore have been considerably higher.

Joy Boy could perfectly be the most powerful character in history. He remains second only because he failed to definitively end Imu's reign.

Imu occupies the Empty Throne and secretly governs the world from Mary Geoise. The Five Elders, publicly presented as the highest authorities of the World Government, bow before this mysterious figure.

For a long time, Imu's power was primarily based on conjecture. However, the final saga has begun to reveal his true abilities. Imu seems to possess a demonic power that allows him to transform his appearance, influence other beings, and grant certain supernatural abilities to his servants.

His longevity, his relationship with the Five Elders, and the events of the Void Century indicate that Imu has probably existed for over eight hundred years. He survived the war against Joy Boy and still retains control of the World Government today.

The Elbaf confrontation finally shows Imu directly in action against Loki and then Luffy. Even if Luffy manages to strike him, the true extent of his powers and his potential weaknesses remain unknown.

Imu therefore holds the first place in this ranking due to his apparent power, his presumed immortality, his antiquity, and his position as the ultimate adversary. Joy Boy seems to have possessed superior Haki, but Imu is still present eight centuries later, at the top of the world.

Among active fighters, Shanks, Luffy, Blackbeard, Mihawk, and Dragon are the main contenders for the top spot. Luffy is probably not the strongest yet, but his progression is far from over. He still needs to better master Gear 5, strengthen his stamina, and fully understand Nika's power.
